Functional Skills – Instructions for the Conduct of Examinations (ICE) Update 2024-25

Following a recent annual review, please ensure to familiarise yourself with the changes JCQ has made to their ICE Regulations for 2024-25. In summary, these are:

  • Secure room keyholders should be members of the exams team or senior leaders within the centre.
  • Question paper packets can now be opened before the immediate admission of candidates to the assessment site.
  • It’s no longer a requirement for candidates to be seated 10 minutes before the start time of an assessment.
  • Invigilators are responsible for checks on appropriate levels of external noise throughout the entirety of the assessment.
  • Candidates may be given a 5-minute reminder before the end of an assessment, though this is not mandatory.
  • If centres experience technical problems during an assessment, if available, the assessment can be paused while candidates are out of the room and then restarted when they return.
