We recently communicated to you that we've taken the decision to step back as the awarding organisation for the Digital Business Services and Digital Support Services T Levels. We’ll continue to support all current students to success and will ensure a smooth transition for providers to Pearson, the new awarding organisation. The first cohort of students with Pearson will start in September 2025.
To help support you through this change, Pearson will need to get in contact with you directly. Therefore, in line with GDPR regulations, we need your permission to share your contact details with them, so they can provide the guidance and support you'll need during the transition.
If you’re happy for us to share your details with Pearson, please could you email Bradley Pearce, T Level Account Executive, to confirm as soon as possible.

Remember to visit our website for everything you need to know for the T Level autumn assessment series, including information on core exams and Employer Set Projects (ESP), as well as key dates for each T Level. If you have students booked for either or both of these components, please visit our autumn assessment series webpage for more details on:

Access our standardisation pack and complete the standardisation and administration training
Our standardisation packs are now available on the Portal, and you must complete the relevant training by 28 February 2025. These training materials support your delivery teams by looking in more detail at the moderated components of the Occupational Specialism, focusing on assessment criteria and marking bands, giving you the opportunity to discuss marks and develop a standardised approach.
To access the standardisation training materials, once you’ve booked your learners onto the relevant assessment, you’ll need to:
- log in to the Portal
- go to the ‘Bookings’ tab and click ‘View Assessments’
- search for a batch number or product code to find learners on the relevant qualification/assignment you’d like to access training for
- select all learners
- scroll to the bottom and click ‘view bookings’
- click on the desired assessment booking on the relevant session.
You’ll see headings for each assessment, and the standardisation materials for moderated assessments are located under the moderated assessment heading. Click ‘Show Details’ to view the materials and then click them to download. If there are two parts to the assessment, the materials for this will be located under ‘Part 2’.
Administration training
You can watch administration training for the moderated component on our Preparing for moderation page. The training consists of a series of videos supporting you through the administrative requirements associated with moderation, including but not limited to accessing and uploading assessment materials. Once you’ve completed the training you need to sign a declaration and return it to us via Microsoft Forms: Administration and Standardisation Training Declaration form.

Changes to our Key Dates Schedule (KDS)
We’ve added two additional dates to our KDS to provide clarity on start and end dates for the occupational specialisms (OS) for Early Years Educator (EYE) and Supporting Healthcare:
- The start date for Education and Early Years OS EYE for Assignment 2 Part 1 is 30 September 2024. The end date of 16 May 2025 remains unchanged.
- The final deadline to submit marks for Health OS Supporting Healthcare Assignment 2 Part 1: Practical Activity Assessment (PAA) Core is 4 April 2025. The start date of 24 March 2025 remains unchanged.

You need to book your second year T Level students onto their chosen Occupational Specialism (OS) for the summer 2025 assessment series, if you haven’t done this already. Please ensure you complete this process no later than the deadline outlined below and in the Key Dates Schedule.

Grade Standard Exemplification Materials (GSEMs) for the summer 2024 assessment series
GSEMs for the summer 2024 assessment series are now available and accessible via the ‘support materials’ tab on each individual T Level qualification page.
These documents contain student responses, alongside examiner and moderator commentary, to support providers and students prepare for their occupational specialism (OS) assessments. Please note, GSEMs are only produced for OS assessments that had students sitting in summer 2024 and where appropriate exemplar work was available.

The standardisation training materials are compulsory. They’re designed for your delivery teams. They contain detailed information about the moderated components of the Occupational Specialisms (OS), focusing on assessment criteria and marking bands. They’ll give delivery teams the confidence to discuss marks and develop a standardised approach, ensuring that you’re marking consistently and are prepared for the 2025 assessment window.
To access the standardisation training materials, you’ll firstly need to book your students on to their OS. Then you’ll need to:
- log on to the Portal
- go to the ‘Bookings’ tab and click ‘View assessments’
- search for a batch number or product code to find learners on the relevant qualification/assignment you’d like to access training for
- select all learners
- scroll to the bottom and click ‘view bookings’
- click on the desired assessment booking on the relevant session:
- a further screen will drop down, where you’ll see sections for each assessment. The standardisation materials for moderated assessments are located under the moderated assessment heading:

Compulsory Administration training
You can find administration training relating to the moderated components on our Preparing for moderation page. The training consists of a series of videos supporting you through the administrative requirements associated with moderation, including but not limited to accessing and uploading assessment materials. Once you’ve completed this training, you must sign and return a declaration form via Microsoft Forms. This will confirm that you’ve completed both the standardisation and administration training.

Annual Monitoring Review (AMR): complete your self-assessment forms
Last month, your Quality Reviewer (QR) will have confirmed the date of your AMR for this session and given you a link to a self-assessment declaration. This should be completed and returned within 10 working days.
The self-assessment declaration asks you to detail any policies or procedures that have been updated or changed since your last AMR, or approval review for new providers. It also asks you to confirm which T Level qualifications you’re running this session and if you have the correct staff, work placements and physical resources to support delivery.
The final deadline for all forms to be returned is 14 October.

Remember to register your new students and book second year T Level students onto the Occupational Specialism (OS)
You must register your new cohort of students before 1 November 2024. After this date, you’ll be charged a late registration fee or very late registration fee, in line with our fees and pricing policy. You’ll be unable to register students for the 2024-25 session after 31 July 2025. Take a look at our T Level Portal User Guide for instructions on how to register students.

Book your second year T Level students onto the Occupational Specialism (OS)
You must book your second year T Level students onto their chosen Occupational Specialism (OS) for the summer 2025 assessment series and ensure to complete this process before the deadline outlined within the Key Dates Schedule. Please ask your exams team to follow the booking guidelines in the T Level Portal Guide (from page 28).
Once you’ve booked your students onto their chosen pathway, you’ll gain access to our provider standardisation materials, which were released on 1 October 2024 and must be completed by 28 February 2025. These training materials will support your delivery teams by looking at the moderated component of the OS, focusing on assessment criteria and marking bands and help you to feel confident that you’re marking consistently and are prepared for the 2025 assessment window.

We’re pleased to announce that as part of our ongoing integration with JCQ, we’ve aligned our Special Considerations Policy with theirs, and all applications made will now be under this policy. Take part in our delivery and assessment focus groups
We’d like to gather insight from you about the delivery and assessment of the T Levels in Digital, Education and Early Years, and Health, Healthcare Science and Science. The information gained will be used to inform our future support and CPD offer.
We’re inviting you and your colleagues to share your views with us as part of a virtual focus group. These will take place in the first term of 2024-25 and will run for approximately one hour each.
We’ll explore topics including:
- managing and getting the most out of industry placements
- the challenges of 'upscaling' and increasing student numbers
- how to prepare students for assessments.
We’ll also share the feedback we’ve received on T Levels during our first four years of delivery and how we’ve responded to this and made improvements for you and your students.
The focus groups will take place at the following times:
- Education and Early Years – 8 October, 10:30-11:30am and 3:30-4:30pm
- Health, Healthcare Science and Science – 9 October, 10:30-11:30am and 3:30-4:30pm

Changes to centre contact details
If any contact details have changed at your centre such as programme contact, head of centre, finance or exams contact, it’s important to let us know as soon as possible. It’s quick and easy to notify us by filling in this form: change of centre contact details form.
With the right contacts, we’ll be able to communicate important updates to the correct individuals and our External Quality Assurers (EQAs) will be able to organise your reviews more efficiently. We also send out automated emails when planning and completing EQA reviews and it's vital that we have the most up-to-date contact, so you can receive a copy of your visit report and Direct Claims Status (DCS) outcome for qualifications that are eligible for DCS.

Important actions and reminders
First term-time checkpoint open to ensure the timely delivery of VTQ results: We recently shared the plan and timelines with you to ensure the timely delivery of vocational technical qualifications (VTQ) results for learners in 2024 and beyond. You can find the details on our VTQ timely results webpage. If your centre runs one or more of the qualifications in scope of this year’s arrangements, you must complete the actions required for the first term-time checkpoint, which is open now, and will close on 9 February 2024. Find out how to complete the required actions.
Resilience arrangements: Ofqual has published guidance on measures to ensure resilience in the qualification system. The guidance focuses on gathering and retaining evidence of learner performance for potential grading decisions in the event of government decisions to cancel exams or other formal assessments. Whilst the guidance primarily targets GCSE and A level qualifications, it also includes T Levels, and other NCFE qualifications. For further details, visit this page. We also want to remind you about contingency planning and preparing for unexpected events. You must have a contingency plan in place, which can be deployed if required. Your plan should take account of guidance from DfE, JCQ and NCFE. Find more information on contingency planning.
Hairdressing, Barbering and Beauty Therapy T Level: Arrangements are still being finalised with regard to the future delivery of the Hairdressing, Barbering and Beauty Therapy T Level. We are waiting for confirmation from DfE and IfATE and an update will be provided on this as soon as possible.
Assessments and reviews
Autumn assessment series – results release: We’ll release r for the autumn assessment series to providers on 20 March 2024, ahead of you sharing these with students on 21 March 2024. Following the release to students, post-results services may be requested. We’ll share more information on results release in our February provider newsletter, but review of marking deadlines are available in our Key Dates Schedule.
Submit approval for additional T Levels: From 26 February, you’ll be able to request approval to deliver additional T Levels from September 2024. Find out more information about what you’ll need to do once the window opens.
Suspected malpractice policies and procedures – prohibited use of AI: You must ensure to access and understand our policies and procedures about malpractice and especially to remind you about the regulations concerning the use of Artificial Intelligence (AI) in online assessments. First term-time checkpoint now closed: To ensure the timely delivery of vocational technical qualifications (VTQ) results for learners in 2024 and beyond, we have two term-time checkpoints this academic year that you must complete. The first checkpoint is now closed and we want to thank you for submitting your information to us. If you haven’t yet completed your check, our Provider Assurance team will have been in contact with you, as failure to respond to term-time checkpoint requests within the specified period will be considered a breach of your centre agreement. The next checkpoint will open on 15 April and the deadline for completion will be 3 May.
Approvals
Approval window opening on 26 February: If you’re planning to deliver additional NCFE T Level qualifications in September 2024, you’ll need to apply for additional product approval with us via our website before you can start the delivery of them. The approval window opens on 26 February 2024 and closes on 28 June 2024. Please be aware that if your college has multiple campuses, you’ll need to apply for approval for each campus to deliver these additional qualifications. Similarly, if your academy is part of a Multi Academy Trust, each academy will require separate approval.
Applying to the Department for Education (DfE) for 2024-25 registration (funding): The deadline to register for 2024-25 funding has passed. If you still need to apply, IfATE has recommended that you contact your lead representative at the DfE or complete this form. They’ll then be able to confirm your approval status and provide any advice on the next steps.

Summer assessment series – what you need to know
On Thursday 28 March, we emailed you with information on what you need to know ahead of the summer assessment series, and we followed up on this message with additional details on Occupational Specialisms (OS) and moderation on Tuesday 16 April, along with a link to our summer assessment series webpage. Please ensure you familiarise yourself with all the information on upcoming assessments by visiting this webpage.
Using AI in Summer 2024 external assessments
As we approach our summer series, we want to reiterate expectations on the use of AI in external assessments. We particularly want to address:
- the prevalence of Artificial Intelligence (AI) and risks
- the overall approach of the JCQ guidance (students must submit work which is their own, and that submitting work which is not their own, and/or which shows other AI misuse, will be investigated for potential malpractice and could result in disqualification from an assessment, or qualification overall)
- qualification specific guidance (for example, qualifications such as T Level Employer Set Project (ESP) and OS assessments, or CACHE Level 3 extended response essays, which allow access to the internet for some or all parts of the assessment).

A reminder on social media sharing and the risk of malpractice
At all times, please remember that live assessment material, including project briefs, assessment materials and other related documents must not be shared or discussed on social media or through messaging apps or with individuals in other organisations that are not directly involved in the set-up of the assessment. Please review and take note of the JCQ guidelines on malpractice and maladministration (specifically looking at section 3.3.1). These guidelines outline the importance of maintaining the security of all external assessment materials, which is part of your centre agreement with us.
Booking cut-off dates
The booking cut-off for all assessments, including resits, has now passed and any bookings made now will be subject to late booking fees. Please see the T Level fees section of our fees and pricing document, pages 17-18.

Update to Assignment 2 tutor and student guides: We wanted to make you aware of a small error in the Early Years Educator Assignment 2 tutor guide. On page 71, the criterion states ‘S4.24’ but this should be ‘S4.23’. The assessed skills description beneath is for the S4.23 criterion which is correct, and it’s only the number that is incorrect. You and your students shouldn’t be affected if following the skills on this page. The student guide also references ‘S4.24’ on page 6 where this should also be ‘S4.23’ in line with the tutor guide. We’re updating these guides for the next academic year to ensure the correct criterion number is shown, and we apologise for any confusion this may have caused.

- The Health OS Core assessment window opened on 15 April 2024.
- The Health OS Pathways assessment window will open on 29 April 2024.
Please remember that the Portal will close at the end of the assessment window, as outlined in the Key Date Schedule (KDS). All student marks must be entered before the Portal closes and any inactive students must be withdrawn.
Once the Portal closes, students selected for remote moderation will be displayed in the ‘Bookings’ area of the Portal the following day. For information watch our ’view students selected for moderation and upload evidence’ video. You will need to log into the Portal to see which students have been selected for sampling.
The required evidence for each student selected for sampling must be uploaded within three working days of the assessment window closing. Providers must ensure that adequate resource is available during this time to upload evidence required for moderation.
The evidence upload checklist detailing what evidence must be uploaded for each student is available within the assessment materials pack.
Please refer to the TQ Portal and Online Assessment User Guide, for guidance about how to view students selected for sampling and how to upload student evidence.
Failure to submit evidence within the required timescales will result in delays to final moderation and student results. This will also affect your provider's risk rating following moderation. Failing to submit evidence may result in potential maladministration and will be referred to our Provider Assurance team for further review.

Wave 4 update: Craft and Design, and Media, Broadcast and Production
Last week, the Institute for Apprenticeships and Technical Education (IfATE) confirmed that NCFE will be transferring our T Levels in Craft and Design, and Media, Broadcast and Production to Pearson. The technical content already developed by NCFE and the contribution of our expert stakeholders will form a key part of this transition. This decision has been taken jointly by IfATE and NCFE, to ensure we are able to focus on our existing provision.
NCFE will continue to deliver the T Levels in Education and Early Years, Health, Healthcare Science, Science, Digital Support Services and Digital Business Services, and support the best interests of students, as well as the overall success of the T Level Programme.
Arrangements are still being finalised with regard to the future delivery of the Hairdressing, Barbering and Beauty Therapy T Level, and an update will be provided on this in the coming months.

Important actions and reminders
- Approvals window is now closed: The approval window for September 2023 delivery for T Level qualifications is now closed. The approval window for September 2024 delivery will open from February 2024 to June 2024.
- Resolving queries – evidence and paperwork: We’re still working through a number of urgent queries regarding assessment evidence and paperwork. Please ensure you check your emails regularly and respond to our questions as soon as you can, so we can resolve any issues and your students can receive their results this summer in a timely manner.
- Looking ahead to results: Results will be released to providers on 16 August in preparation for students receiving these on 17 August, and we’re here to support you every step of the way. They will be available on the Portal in the ‘Results’ area.

Digital updates
Submitting approval for Digital Production T Level: We want to remind you if you’re currently offering Digital Support Services or Digital Business Services T Levels and want to offer the Digital Production, Design and Development T Level, you’ll still need to seek approval from Pearson to deliver this qualification.
Education and Early Years updates
Students are now able to use ‘onsite’ facilities for some industry hours: Providers’ on-site facilities can be used for a maximum of 105 hours of a SEND student’s placement. This will enable students to prepare for their placement with an external employer, alongside pastoral support. This period of on-site provision may also identify non-visible disabilities in some students that may require extra or ongoing pastoral support.

Updates to the Health specification: This specification has been more extensively updated to ensure that the full depth of content covered is relevant to Health. Please follow the link to learn more about the updates and what they mean to you.
We need your thoughts: In our communication about the new qualification specification for the T Level in Heath, we asked for your views on the approach to resits for the new specification and the use of a responsive manikin as a resource. We want to ensure we hear from as many of you as possible and therefore we’ve extended the deadline for the survey until Friday 21 July to allow more time for responses.

We're always looking to collaborate with experts in our qualification sectors and we’re particularly interested in hearing from Teaching Assistants to support with some development work on our Education and Early Years T Level, and its Assisting Teaching pathway.

This will enable us to continue to shape and validate the content, ensuring it is relevant for the future workforce. Decoupling – changing the way students can take the core exam and ESP in their first attempt: Between March and May 2023, Ofqual consulted on changes to the qualification level conditions for T Levels, following a Department for Education (DfE) decision to change the way in which students can take the core exam and core employer set project (ESP) in their first attempt at these assessments.
Previously, students were required to attempt both core sub-components (the core exams (both papers) and the core ESP) in their first attempt. However, following this consultation decision, students are now able to decouple the two core sub-components, allowing them to take only the core exam (both papers), or only the core ESP in their first attempt.
- Key Dates Schedule for 2023-24 and 2024-25: Following two periods of provider consultation, between April and June 2023, we’re pleased to share with you our T Level Key Dates Schedule for 2023/24 and 2024/25, along with a comprehensive tailored response to points raised by providers throughout the consultation process.

- T Level insights survey: Complete our latest survey to feedback on your experience with T Levels, which will inform us on how we can best support you going forward. The survey will close on 28 September 2023.
- Registration reminder: We wanted to share some important information about registrations, as all new 2023-24 students need to be registered before 1 November 2023.
- Occupational specialism (OS) bookings for moderation: See the process for booking your students on their OS.
- Administration training: This mandatory training will be available from the end of September for the OS moderated components.
- Standardisation training: This mandatory training will be available from 1 October 2023 to 29 February 2024. Materials will be made available to providers on the Portal once their students have been booked onto the OS.

- T Levels autumn assessment series – what you need to know: If you have students registered for either the core exams or Employer Set Project (ESP) in the autumn assessment series, we wanted to share some useful reminders with you to help ensure these assessments go smoothly.

Advanced British Standard – what we know so far: Last week, the Prime Minister announced a new qualifications programme for 16-19 year olds with the aim of putting technical and academic education on an equal footing and delivering ‘world class education for all’. In brief, the Advanced British Standard would ultimately replace A Levels and T Levels, increase teaching hours by 15%, and introduce mandatory English and maths to 18. In terms of structure, students would choose a minimum of 5 bigger and smaller subjects (called majors and minors) from both technical and academic options. It’s important to note that this is a decade-long reform and nothing is set to change in the short term. There will also be a consultation this Autumn which will give you the opportunity to get your voice heard. We’ll continue to keep you informed every step of the way as we explore the detail behind these proposals, and you can read more about the Advanced British Standard here.
Important actions and reminders
- Registration reminder: We wanted to share some important information about registrations, as all new 2023-24 students need to be registered before 1 November.
- Share your feedback for the annual review of T Level Technical Qualifications: A reminder that we require provider input to ensure T Levels remain valid and reflective of current industry practice. This needs to be completed by a member of your team by 31 October.
- T Level Technical Qualifications Provider Survey Summer Term 2023: All T Level Technical Qualifications are approved and managed by the Institute for Apprenticeships and Technical Education (IfATE) who annually survey providers on the services that we provide to you. IfATE would welcome your views and feedback by completing this short survey The survey is now live and will close on 10 November at 11:59pm.
- Autumn series booking reminder: As we approach the Autumn series, we'd like to remind providers of the fast approaching booking cut-off dates. With this, we would also like to remind providers that the Autumn series is primarily aimed at students starting their second year of delivery requiring a resit or first attempt.
- Annual Monitoring Review (AMR) self-assessment form: If you have not yet completed your AMR self-assessment form, please do so as soon as possible. The link will be sent to your AMR contact by your quality reviewer. This is required to confirm that you have the resources in place to deliver your T Levels. The deadline for completion is 10 working days after you’ve received the email (with the final completion deadline being 31 October).
- Administration training: The mandatory administration training videos are now available for the Occupational Specialism (OS) moderated components.
- Standardisation training: This mandatory training is now available until 29 February 2024. Materials will be available on the Portal once your students have been booked onto the OS.
- Book your students onto their OS: If you have students planning to sit assessments in the summer 2024 session, please ensure they’re all booked onto their OS by the deadlines outlined in our T Level Technical Qualifications Key Dates Schedule 2022-23 and 2023-24. It’s important to note that any bookings made after these deadlines will be subject to late booking fees. For providers delivering T Level Technical Qualification in Education and Early Years, once your learners are booked, you’ll then be allocated a moderator within 7 working days.
- Change of contact details: If any contact details at your centre such as programme contact, head of centre, finance or exams contact have changed it is important that you let us know. Please complete our change of centre contact details form.
- Withdrawing students: If any of your students have completed the first year of their T Level but are not continuing into the second year, please inform [email protected] so that they can be withdrawn on our system.

- Uploading digital evidence: To support you in uploading digital evidence to the Portal, we’ve created a guidance document on all the information you need, including file size and formats.
- Enhancing T Level Health and Science delivery with expert support: Join us for our upcoming term one monthly drop-in clinics, where you'll have the opportunity to connect with fellow providers. These sessions are designed to address your questions and concerns about teaching and delivering T Level Health and Science qualifications.
- An update on our learning resources offer: To support you in the delivery of T Levels, we've continued to expand and update the suite of essential and additional materials available.
- Supporting you to engage with parents and students around T Levels: We want to remind you about the range of materials available on our website to support you as a provider to explain the value of T Levels to parents and students.

- Education and Early Years student conference: Last week we hosted our first student conference of 2023-24 and were joined by a fantastic range of speakers. Focusing on professional development for the reflective practitioner: Early Years and Supporting Teaching and Learning, students learnt about the career opportunities within this rewarding sector. - Learner story: Chloe Perrin was one of the first students in England to undertake a T Level. After completing her course at Gateshead College, Chloe progressed on to Northumbria University where she is currently studying social work. We caught up with her during her first year at university to see how the T Level had prepared her for higher education and beyond.
