Funding update: new Level 2 Adult Social Care Certificate

We wanted to let you know that on 29 May 2024 we received an update from the Department of Health and Social Care (DHSC) confirming that the £53.91 million funding for the new Level 2 Adult Social Care Certificate has unfortunately been paused during the General Election period. 

While we’re disappointed that the funding won’t be available as planned on Monday 3 June, we're still planning to launch our qualification on this date as we firmly believe that the Adult Care Certificate will be a valuable tool in helping to raise standards and professional outcomes within the care workforce. 

As the leading provider of care qualifications, we remain in contact with the DHSC and expect to know more after 11 July. We hope that the next Government will recognise the importance of this initiative and re-open the funding as soon as possible.

Statement from DHSC

On Wednesday 22 May 2024 the Prime Minister asked His Majesty the King to dissolve Parliament in preparation for a general election. Parliament will be dissolved on Thursday 30 May and the General Election will take place on Thursday 4 July. 

The pre-election period started at 00:01 on Saturday 25 May, during which time there will be restrictions on the conduct of government business. This arises from the special character of government business during an election campaign, and from the need to maintain, and be seen to maintain, the impartiality of the Civil Service, and to avoid any criticism of an inappropriate use of official resources. 

In this light we have assessed the position with regards to the proposed funding for the Level 2 Adult Social Care Certificate qualification. Having done so we have concluded that any decisions or wider activity relating to making that funding available should be suspended for the time being, pending fresh consideration by the government that will form following the General Election.  

This pause relates to funding decisions and activity by DHSC only. Accordingly, Awarding Organisations may choose to proceed with the launch of the qualification as planned. However, any organisation that chooses to do so should be aware that funding will not be available in support of launch activity at this stage and any future access to funding will be dependent on the government deciding how it wishes to proceed after the General Election. 

Due to the restrictions placed on the Civil Service during the pre-election period no further information, or communications, can be provided during this period. We know that this is challenging and officials will arrange for a meeting with Awarding Organisations at 12:00 on 11 July 2024 to provide further information as soon as possible.
